Who determines what I have to pay?

Aqua Green Utility Inc. is a regulated public utility.  That means the Tennessee Public Utility ​​​​​​​​​​​​​​​​​Commision regulates what we can charge after going through our books.  They also approve what our legal territories are.  They give us a subdivision or other areas, and we are the only utility that can provide sewer service there as long as we have capacity.

Why payments for subdivision lots that don't have a home built on them?

Lots without homes have an annual charge sent out in mid June each year.  This payment assures that there is capacity for you to tie onto that plant when you are ready to build.
The reason there is a charge for lots without homes is for the cost of keeping a sewer system operating.  Sometimes a subdivision has only a few homes and they can't pay for the sewer plant.  We need to be sure that your system is operational when you do build your home.  There are many costs in keeping a sewer system operational, even if there are no homes built. 
Permit, $350.00 per year.
Renew permit, $750.00 each 5 years.
Power bills usually $32.00 per month with no usage.
Sending of a certified operator to check the plant every 14 to 30 days.
Property tax/advalorum taxes are charged at a very high tax rate, and we have  seen increases of more than 100% in a year.
Sewage pumps tend to corrode faster than they wear out.
These and other upkeep items must be paid no matter how many homes are built.  Unfortunately we must pass these cost on or we cannot keep the plant available for your home when you build.

Subdivision lots with homes built on them

Homes built in a subdivision have a monthly bill due on the first of each month, late on the 10th.  Once a home is built, the utility still has all the cost of a lot without a house plus:
Increase in the power bill to operate the pumps more frequently.  
Quartlerly water testing requirements.
Sludge removal cost.
Maintaining the pipes located in the street.
Approximately 20% of the bill must be put in an escrow account and1/2 of each total payment for the first year put in a CD to back our Letter of Credit.  
These are all requirements of the Tennessee Public Utility Commision.
